Rose Valley Borough has set up an email system to notify residents about important news, particularly public safety issues. There are two ways a resident can get on this distribution list:
1. Create a Google account; search for the group called rvb-alert; and add yourself as a member.
2. Give your email address to the Borough office (610-566-2040 or rosevalleyborough@comcast.net) and we will add you to the list.
NEW - Permit applcations can now be downloaded from this website. Click on FORMS & PERMITS on the home page. Then click on the specific permit you wish to submit. The form can be filled in online before being printed.

COUNCIL MEETING
April 9, 2008
The regular meeting of the Rose Valley Borough Council was held on April 9, 2008 in the Borough Office, Old Mill Lane, Rose Valley, Pa. President Tim Plummer called the meeting to order at 8:00 p.m. In addition to Mr. Plummer, those present were: Councilpersons Bob Giorgianni, Bill Hale, Jon Helms, Lynn Kelley, and Penny Sass; Controller Firn, Solicitor Smith; and Secretary Healy.
Councilperson Meyer and Treasurer Josbena were absent.
After the Pledge of Allegiance, the Minutes of the March12, 2008 Council Meeting were approved on a motion made, seconded and unanimously approved.
PLANNING
Traymore
Mr. Plummer reported that thirteen units have been sold and construction continues on four additional buildings. Mr. Vaughan plans to attend the May Planning Commission Meeting to discuss some set back irregularities.
Mr. Plummer, Mr. Hale and Mr. Vaughan are meeting on Friday, April 11 to begin work on the layout of the paths that will border the Traymore property.
National Register of Historic Places
The application for the creation of a Historic District within Rose Valley was submitted to the Pennsylvania Historical and Museum Commission. The Pennsylvania Historical and Museum Commission responded to our application with a number of questions and requests for additional mapwork. Mr. Thomas, Mr. Plummer and Mrs. Healy plan to conduct a tour of Rose Valley for Carol Lee from the Pennsylvania Historical and Museum Commission on April 12, 2008.
Rose Valley Centennial Foundation Charitable Trust
Mr. Smith distributed a Trust Agreement for Councils’ consideration. It would create a Charitable Trust separate from municipal government in which tax free donations could be made for projects that would benefit the community. Councilpersons were asked to consider possible prospective members for the Trust.
Valley View
Mr. Smith reported that Pennsylvania Commonwealth Court affirmed the Order of Judge Zetusky quashing the appellant’s appeal. The Valley View residents have thirty days to appeal this ruling. Mr. Smith commended Zoning Board Solicitor Dignazio for his excellent job in representing the Borough in this matter.
Multi-Municipal Comprehensive Plan
Mr. Hale reported that progress adopting the Intergovernmental Cooperative Agreement is slow. Swarthmore Borough plans to work on it during May.
Hedgerow Theater
Hedgerow Theater and the Hedgerow Foundation are reorganizing. The Board of Directors has asked the Borough of Rose Valley to assume ownership of Hedgerow Theater should the organization fail. Council did not object to this request.
Hedgerow has been approached by T-Mobile to put a cell tower on the Hedgerow House property. Borough Ordinance #297 would have to be adhered to should this project go forward.
PUBLIC SAFETY
Mr. Giorgianni reviewed the Police and Fire Reports. The Police Report cited the following incidents: 4 false alarms. This brings the false alarm count for 2008 up to 10, which is the most for a first quarter since 2003.
There were no incidents on the Fire Report for March, 2008.
The Town Watch Program is progressing normally.
Mr. and Mrs. Giorgianni and Mr. and Mrs. Plummer attended the annual South Media Fire Company Banquet.
CABLEVISION & INSURANCE
Mrs. Healy reported that the Cablevision Committee had met on March 31, 2008. Mrs. Healy, Mr. Meyer and Mr. Smith are meeting with Comcast representative Anthony DiTomasso on April 17, 2008 to discuss renewing the Borough’s franchise agreement which expires in August, 2008.
HIGHWAYS, LAND ACQUISITION & PRESERVATION
Mr. Hale reported that Boy Scout Spencer Barton would like to do several conservation projects in Rose Valley as part of his work toward the Hornaday Award. Mr. Barton will be submitting a plan.
HEALTH & SANITATION
Mr. Helms distributed a packet of information regarding the possible sale of the Borough’s sewer system. Included in the packet was: a Bidding process time line; a list of Major Physical Assets; a list of Land Parcels; and Frequently Asked Questions.
Mr. Helms reviewed this packet and asked Council members for their comments.
The Wastewater Committee will meet on April 17, 2008 at 7:30 p.m.
ENVIRONMENT & LIBRARY
Mrs. Sass reported that the Library had a Board meeting on April 8, 2008. The Board is considering two applicants for the Night Librarian position.
The Gardeners of Rose Valley cleaned up the garden at the Train Station and will be working on Pew Park.
Mr. Smith prepared Ordinance 325 creating an Environmental Advisory Council. The proposed Ordinance has been advertised. On a motion made, seconded and unanimously passed, Ordinance 325 was approved. Appointments to the Environmental Advisory Council will be made at the May Council Meeting.
FINANCES
Mr. Firn reviewed the income for the month of March. Ms. Kelley reviewed the Status of Funds for March and the Bill for Approval for April. On a motion made, seconded and unanimously passed, the Bills in the amount of $20,954.60 was approved.
GENERAL
Mrs. Healy reported that the large trash pickup would be on May 5, 6 and 7, 2008.
Mrs. Healy and Mr. Plummer will conduct a Historical Tour of central Rose Valley on May 3.
Mrs. Sass reported that the proliferation of deer in Rose Valley is large and worrisome.
It was suggested that the Environmental Advisory council could look into this problem.
There being no further business, the meeting adjourned at 9:28 p.m. on a motion made, seconded and unanimously passed.
